APPROVAL OF MINUTES: JUNE 23, 2014 AND JULY 8, 2014

CONSENT AGENDA: The following items listed on the Consent Calendar to be considered routine and are approved by a single motion without discussion. The Chair or any member of the Planning Commission or the public may request that any item listed under the Consent Calendar be removed and action taken separately. In the event that an item is removed from the Consent Calendar, it shall be considered in its numerical order.

1. 148 ELM- DESIGN REVIEW AND CATEGORICAL EXEMPTION FROM CEQA-FILE No. PL13-4159 (Zanarini)
The construction of a new 877 square foot upper level and a 218 square foot addition to the existing 1,036 square foot main level of the residence on a 6,376 square foot lot. The project also includes demolition of an existing 858 square foot second unit to be replaced with a new 336 square foot second unit. The most recent plans include revisions from the June 9, 2014 Planning Commission meeting consisting of reduced number of windows, use of obscured windows and a 10-inch lower second floor plate height with a reduced max height of 23 feet 3 inches.
The subject property is in the RS-6 (Single-Family Residential- 6,000 square foot min. lot size) Zoning District. 


2. 195 ETHEL-DESIGN REVIEW AND CATEGORICAL EXEMPTION FROM CEQA- File No. PL-14-4189 (Zanarini)
An addition to an existing two-story Single-Family residence consisting of a new 348 square foot 1st floor level, a 793 square foot addition to an existing 597 square foot 2nd floor level and a 108 square foot addition to an existing 1,107 square foot 3rd floor level. The total floor area is increased from 1,704 square foot to 2,953 square foot. The previous application heard by the Planning Commission on June 9, 2014 included a Variance, which has been removed from this project.
The subject property is in the RS-10 Zoning District (Single-Family Residential-10,000 square foot min. lot size). 


PUBLIC HEARINGS:

1. 140 Walnut- Design Review, Variance and Categorical Exemption-File No. PL14-4211 (Svanstrom)
A Design Review Hearing for a proposed project for a remodel and 1,212 square foot addition to an existing single family residence and a new attached 461 square foot second unit. The project is also requesting a Variance to increase the height of the roof at the existing exterior walls, which are non-conforming as they are within the setback, in order to raise the floor and roof to meet FEMA Floodplain requirements. The project includes an existing one-car garage and off-street parking for both the house and the second-unit along with other site amenities and new landscaping. The subject property is in the RS-6 (Single-Family Residential – 6,000 square foot minimum lot size) Zoning District.

This item is continued to the August 12, 2014 Planning Commission meeting.

2. 164 Lovell -Design Review and Categorical Exemption- File No. PL14-4200 (Zanarini)
A Design Review Hearing for a remodel of an existing 1,691 square foot 2-story residence with a 265 square foot attached garage including a 1,356 square foot addition, of which 420 square foot will be located in an existing undeveloped basement with minimal excavation that is exempt from the floor area ratio. The proposed floor area ratio for the project is 2,627 square foot. The subject property is in the RS-6 (Single-Family Residential-6,000 square foot min. lot size) Zoning District.

3. 153 MANOR - DESIGN REVIEW - ZA/ ADDITION - FILE NO. PL14-4184 (Zanarini)
A partial demolition of an existing 1,540 Square foot Single-Family residence, including a substantial exterior remodel that is greater than 50% of the exterior surface area with 350 square foot floor addition of a new 2nd level office and roof terrace. The proposed floor area ratio for the projected is 1,890 square foot. The subject property is 1,890 square foot. The subject property is in the RS-6 (Single-Family Residential-6,000 Sq. foot min. lot size) Zoning District.
