Mill Valley's Municipal Code states that any individual who solicits door to door for a business must obtain a solicitor's permit and a business license from the City of Mill Valley's Finance Department. The City issues permits for both commercial and charitable soliciations. Mill Valley Municipal Code for solicitors/canvassers can be found here.
It is unlawful for solicitors to contact a resident that has signage that prohibits solicitation or canvassing.
When a solicitor comes to your door, you can ask to see their permit/business license. If a solicitor does not have a permit, or refuses to show the permit, or causes any problems you can call the Mill Valley Police at 389.4100. You do not have to confront the solicitor, just simply tell the solicitor you are not interested and call the police. The police will contact the solicitors and explain the need for a permit and license and determine if the business is even legal. If the operation is illegal, the solicitors will be told to leave the area, often with a citation.
If you want to make a donation or sign a petition, don't leave the solicitor alone in your entryway as you could have valuables stolen before you return or even notice something is amiss. Sometimes "solicitors" are simply casing a house for a possible future burglary.
There are many worthy and deserving businesses and charities that solicit, but often the solicitors are runaways, petty criminals, or victims of unscrupulous companies and the operation is a scam. Information about this topic and the dangers to the young persons involved with these companies and to the buyers they approach is at www.travelingsalescrews.info.
If you see or hear anything suspicious or have questions about who is at your front door, please call the Mill Valley Police Department at 389.4100 (days) or 446.4526 (nights) or 911.
