PRESENTATIONS

1. Original Item No. 1 Removed from Consideration.

2. Council Commendation to Nick Patino, City of Mill Valley Lifeguard, for Quick and Brave Action Which Prevented an Ocean Drowning.

CONSENT CALENDAR

3. Warrants--$2,179,491.03.
Recommended Action: Approve paying expenses authorized by the adopted City Budget.

4. Consideration of the Minutes of the December 2, 2013 Regular City Council Meeting.
Recommended Action: Approve the December 2, 2013 Regular City Council Meeting minutes.

5. Authorization for the City Manager to Execute all Grant related documents for the Zero Waste Grant and CalRecycle Grant and Authorize Grant Funding for the 2013/2014 Fiscal Year Budget.
Recommended Action: Adopt Resolution No. 14-___.

6. Consideration of a Resolution Awarding a Professional Services Agreement to BFK Engineers for a Not-to-Exceed Amount of $172,000 for the Design of the 2014 Street and Sewer Rehabilitation Project and Authorizing the City Manager to Execute the Agreement.
Recommended Action: Adopt Resolution No. 14-___.

NEW BUSINESS

7. Presentation of the Art Commission’s Strategic Plan.
Recommended Action: Receive presentation, discuss and provide direction to staff.

8. Confirmation of the Mayor’s Appointments of City Council representatives to the Joint Powers Authorities and Liaison Assignments.
Recommended Action: Confirm appointments.

PUBLIC HEARING

9. Consideration of the Introduction of an Ordinance Amending the City’s Regulations Regarding Recreational, Commercial, and Oversized Vehicle Parking Restrictions, Sections 10.04.190 and 10.04.195 of the Mill Valley Municipal Code.
Recommended Action: Introduce Ordinance No. ___ and waive first reading.

10. Consideration of a Resolution Authorizing Acceptance to Receive Funds from the Citizens’ Option for Public Safety Grant and a Budget Assignment for this Funding and Such Funds Previously Unallocated.
Recommended Action: Adopt Resolution No. 14-___.

COUNCIL LIAISON REPORTS: An opportunity for Councilmembers to report on activities of the local and regional governmental bodies upon which they serve.

1. Vice Mayor Wachtel: Marin Energy Authority Report.

2. Mayor Moulton-Peters: 1) Mill Valley to host January 15, 2014, League of California Cities North Bay Division Executive Committee; and 2) January, 2014, Marin County Council of Mayors and Councilmembers Meeting Date.

CITY MANAGER’S REPORTS

• Status Update Regarding: 1) National Parks Service Muir Woods Proposal; and 2) Tennessee Valley Road Signal.
• 2014 Board, Commission and Committee Vacancies.
