    PRESENTATIONS

    1. Presentation of a Proclamation Recognizing the Great Shakeout Earthquake Drill to be observed on October 16, 2014.

    2. Presentation of the Recently Awarded California Emergency Services Association Gold Award and Acceptance by Mayor Moulton-Peters on the City of Mill Valley’s behalf.

    CONSENT CALENDAR:

    3. Warrants--$2,342,962.02
    Recommended Action: Approve paying expenses authorized by the adopted City Budget.

    4. Consideration of the Minutes of the September 8, 2014 Special Joint City Council and Planning Commission Meeting.
    Recommended Action: Approve the September 8, 2014 Special Joint City Council and Planning Commission Meeting minutes.

    5. Accept as Complete the Camino Alto, Miller Avenue, and Almonte Boulevard Improvements Project.
    Recommended Action: Adopt Resolution No. 14-____.

    6. Adopt a Resolution Rejecting All Bids Received for the Construction of the Boyle Park Tennis Courts.
    Recommended Action: Adopt Resolution No. 14-____.

    7. Consideration of a Resolution Making an Appointment to the Emergency Preparedness Commission.
    Recommended Action: Adopt Resolution No. 14-____.

    PUBLIC HEARING

    8. Appeal of the Planning Commission’s Decision Regarding 148 Elm Avenue by Appellants Jergesen, Kennedy, and Wood for the Approval of Design Review and Categorical Exemption from CEQA.
    Recommended Action: Adopt Resolution No. 14-____ denying the appeal and approving the Design Review application.

    9. Introduction of an Ordinance Amending Chapter 20, “Zoning,” of the Mill Valley Municipal Code, to Define and Permit Special Needs Housing in Residential and Commercial Districts and Introduction of a Second Ordinance to Revise Chapter 20.59 “Condominium Projects” and Chapter 20.08 “Definitions.”
    Recommended Action: Introduce Ordinance No. 1264 and waive the first reading of the ordinance; and introduce Ordinance No. 1265 and waive the first reading of the ordinance.

    NEW BUSINESS

    10. Presentation and Discussion Regarding Possible Amendments to the City’s Municipal Code Chapter 7.20 “Smoking Prohibitions and Tobacco Retailing Regulations.”
    Recommended Action: Receive presentation, discuss, and provide direction as appropriate.

    * Update Regarding the City’s Continued Efforts to Enhance Safety Along the County’s Mill Valley-Sausalito Multi-Use Path.
