    1. Warrants--$525,781.12
    Recommended Action: Approve paying expenses authorized by the adopted City Budget.

    2. Consideration of the Minutes of the September 8, 2014, Special Joint City Council and Planning Commission Meeting.
    Recommended Action: Approve the September 8, 2014, Special Joint City Council and Planning Commission Meeting Minutes.

    3. Receive a Report Regarding the Final Position of the General Fund for Fiscal Year 2013-2014.
    Recommended Action: Accept report.

    4. Receive a Report on the Six-Month Review of the Mill Valley Municipal Code Amendments Regarding Oversized Vehicle Policy Regulations.
    Recommended Action: Accept report.

    5. Consideration of a Resolution Accepting as Final the Sycamore Bicycle and Pedestrian Path Project.
    Recommended Action: Adopt Resolution No. 14-____.

    6. Consideration of a Resolution Accepting as Final the Miller Avenue Streetscape Plan Interim Improvements.
    Recommended Action: Adopt Resolution No. 14-____.

    7. Consideration of a Resolution Authorizing Actions to Permit the City to Join the California Statewide Communities Development Joint Powers Authority.
    Recommended Action: Adopt Resolution No. 14-____.

    8. Consideration of a Resolution Authorizing Actions to Permit the City to Participate in the Property Assessed Clean Energy Programs through the CaliforniaFIRST Program.
    Recommended Action: Adopt Resolution No. 14-____.

    NEW BUSINESS

    9. Receive a Presentation on the City Hall Landscape Improvement Project Funded Through Matching Contributions from Bloomathon and the Outdoor Art Club.
    Recommended Action: Receive presentation.

    10. Lovell Avenue Construction Activity Update and Summary of Construction Oversight Efforts.
    Recommended Action: Receive presentation, discuss, and provide direction as appropriate.

    11. Receive a Report Regarding the Miller Avenue Streetscape Funding and Implementation Plan.
    Recommended Action: Receive presentation, discuss, and provide direction to proceed pursuant to staff recommendations.

    PUBLIC HEARING

    12. Introduction of an Ordinance Amending Chapter 20, “Zoning,” of the Mill Valley Municipal Code, to Define and Permit Special Needs Housing in Residential and Commercial Districts and Introduction of a Second Ordinance to Revise Chapter 20.59 “Condominium Projects” and Chapter 20.08 “Definitions.”
    Recommended Action: Introduce Ordinance No. 1264 and waive the first reading of the ordinance; and introduce Ordinance No. 1265 and waive the first reading of the ordinance.
