    CONSENT CALENDAR:

    1. Warrants--$1,424,695.15.
    Recommended Action: Approve paying expenses authorized by the adopted City Budget.

    2. Consideration of the Minutes of the October 6, 2014 Regular City Council Meeting.
    Recommended Action: Approve the October 6, 2014 Regular City Council Meeting Minutes.

    3. Report Regarding the Financial Position of the General Fund as of September 30, 2014.
    Recommended Action: Receive report.

    4. Consideration of a Resolution Authorizing the City Manager to Execute a Financial Advisory Services Agreement with Wulff, Hansen & Co.
    Recommended Action: Adopt Resolution No. 14-___.

    5. Acceptance of a Donation of an Entry Sign from the Rotary Club of Mill Valley.
    Recommended Action: Accept donation.

    6. Acceptance of a Donation for the Bayfront Habitat Mitigation Project from the Mill Valley StreamKeepers.
    Recommended Action: Accept donation.

    7. Acceptance of a Donation for Downtown Holiday Lighting from Mr. Dixon Long.
    Recommended Action: Accept donation.

    NEW BUSINESS

    8. Presentation by the Marin Organizing Committee of Their Thoughts Regarding the Need for a Year Round Emergency Homeless Shelter. 
    Recommended Action: Receive presentation, discuss and provide direction.

    9. Presentation of an Overview Regarding the Municipal Services Tax and Steps for Renewal.
    Recommended Action: Receive presentation, discuss and provide direction.

    10. Presentation of an Update of the Plastic Bag Ban Ordinance.
    Recommended Action: Receive presentation, discuss and provide direction.

    PUBLIC HEARING

    11. Introduction of an Ordinance to Amend Chapter 20, “Zoning,” of the Mill Valley Municipal Code Adding Chapter 20.81, “Density Bonus,” as Outlined in the Housing Element of the General Plan.
    Recommended Action: Introduce Ordinance and waive First Reading.

    12. Consideration of a Resolution Approving Adjustments to Planning and Building Department Fess, Fines and Penalties and Introduction of an Ordinance to Amend Section 14.05 of the Mill Valley Municipal Code Regarding Construction Time Limits.
    Recommended Action: Adopt Resolution No. 14-___ and introduce Ordinance No. ____ and waive its First Reading.
