Recommended Action: Approve paying expenses authorized by the adopted City Budget.

3. Consideration of the Minutes of the May 20, 2013, June 3, 2013, and June 17, 2013 Regular City Council Meetings.
Recommended Action: Approve the May 20, 2013, June 3, 2013, and June 17, 2013 Regular City Council Meeting minutes.

4. Update Regarding the City’s Environmental Sustainability Efforts Including the Development of Regulations Regarding Single Use Plastic Bags.
Recommended Action: Receive report.

5. Authorize City’s Response to the Marin County Grand Jury Reports Entitled “Holding the Bag.”
Recommended Action: Authorize submission of response.

6. Authorize City’s Response to the Marin County Grand Jury Reports Entitled “Garbology in Marin: Wasted Energy.”
Recommended Action: Authorize submission of response.

7. Consideration of a Resolution Approving the 2013/2014 FY Street and Sewer Rehabilitation Project Construction.

8. Consideration of a Resolution Expressing the City of Mill Valley’s Intent to Adopt its 2009 – 2014 Housing Element by January 31, 2014.

9. Consideration of a Resolution Granting Acceptance of Easements and County Construction License for the Sycamore Avenue Pedestrian Improvements Project.

11. Consideration of Resolutions Continuing Improvements and Ordering the Engineer’s Report, Approving the Engineer’s Report, and Declaring the City’s Intention to Levy and Collect Assessments for the Tamalpais Park Street Tree Assessment District.

12. Discussion and Direction Regarding Proposed Amendments to Certain Portions of Title 20 of the Mill Valley Municipal Code, Zoning Ordinance, Regarding “Floor Area Ratio” and “Residential Second Units” (Continued from June 17, 2013 Regular City Council Meeting).
Recommended Action: Discuss and provide direction.

NEW BUSINESS

13. Presentation of Proposed Amendments to the Fiscal Year 2012 – 2014 Budget.
Recommended Action: Receive presentation, discuss and approve 2012/2014 Mid-Term Budget revisions.
