City Attorney

The City Attorney is appointed by the City Council to provide legal guidance concerning city operations and represent the City in matters of litigation. Gregory Stepanicich, a member of the firm of Richards, Watson & Gershon in San Francisco, works under contract with the city and reviews various matters referred to him by the city manager. As such, any public inquiries for the City Attorney should be referred through the City Manager.

Richards, Watson & Gershon, specializing in municipal law since 1954, has offices in San Francisco, Los Angeles and Orange County, offering a wide range of legal services. Greg specializes in representation of local public agencies on municipal law, land use, telecommunications and local taxation law. He has extensive land use experience and has provided legal advice on numerous general and specific plans and many highly controversial land use projects.

Greg lectures on a wide variety of municipal law topics throughout the state, including land use, local finance and telecommunications law and the Brown Act. Representing cities for over twenty years, Greg also currently serves as City Attorney for the City of Fairfield and General Counsel for the Marin Telecommunications Agency.
