1.   FLOOR AREA RATIO CALCULATION  DISCUSSION ITEM (Smith) - 
      Discuss potential changes to Mill Valley Municipal Code Section 20.16.040.A.3 which
      addresses the conversion of enclosed and undeveloped volumes within existing single family
      homes. This is a discussion item and no action will be taken at this meeting.

CONTINUED PUBLIC HEARINGS:
 
1. 148 ELM- DESIGN REVIEW AND CATEGORICAL EXEMPTION FROM CEQA-FILE No. PL13-4159 (Zanarini)
The construction of a new 877 square foot upper level and a 218 square foot addition to the existing 1,036 square foot main level of the residence on a 6,376 square foot lot. The project also includes demolition of an existing 858 square foot second unit to be replaced with a new 336 square foot second unit. The most recent plans include revisions from the June 9, 2014 Planning Commission meeting consisting of reduced number of windows, use of obscured 
windows and a 10-inch lower second floor plate height with a reduced max height of 23 feet 3 inches. The subject property is in the RS-6 (Single-Family Residential- 6,000 square foot min. lot size) Zoning District.

2. 140 WALNUT- DESIGN REVIEW, VARIANCE AND CATEGORICAL EXEMPTION-File No. PL14-4211 (Svanstrom)
A Design Review Hearing for a proposed remodel and 1,212 square foot addition to an existing single family residence and a new attached 461 square foot second unit. The project is also requesting a Variance to increase the height of the roof at the existing exterior walls, which are non-conforming as they are within the setback, in order to raise the floor and roof to meet FEMA Floodplain requirements. The project includes an existing one-car garage and off-street parking for the house and the second-unit along with other site amenities and new landscaping. The subject property is in the RS-6 (Single-Family Residential – 6,000 square foot minimum lot size) Zoning District.

PUBLIC HEARINGS:

1. ADOPTION OF PLANNING COMMISSION RESOLUTION 14-02 (Smith) -Recommending that the City Council review and adopt the proposed modifications to the Municipal Code to add Section 20.42.030, Prohibited Uses to the C-N, Neighborhood Commercial Zoning District which would prohibit administrative, professional and real estate offices on the street level of properties located in both the C-N, Neighborhood Zoning District and the C-D, Downtown Commercial General Plan Designation (Exhibit A).

2. 862 EAST BLITHEDALE AVENUE -DESIGN REVIEW AND CATEGORICAL EXEMPTION- File No. PL14-4176 (Zanarini) 
Demolition of an existing building of a new, two-story duplex on a 7,288 square foot lot. Each proposed unit is 1,477 square feet and includes 3 bedrooms and 2.5 bathrooms. The
 applicant also proposes 6 parking spaces located in front of the dwellings. The subject property is in the RM-2.5 (Multi-Family Residential) Zoning District.

3. 8 PIMLOTT LANE – STUDY SESSION FOR DESIGN REVIEW - FILE No. PL14-4223 (Zanarini)
The proposed project includes a substantial renovation of an existing 1,200 square foot home to a 2,420 square foot dwelling. The project includes a 414 square foot addition to the first floor, a new 806 square foot second story addition, and a new 310 square foot attached garage. The subject property is in the RS-7.5 (Single Family Residential – 7,500 square foot. min. lot size) Zoning District.
