PRESENTATIONS

1. Presentation of Certificates of Appreciation to Community Members who have Demonstrated a Long Standing Commitment to Civic Engagement in the City of Mill Valley.

CONSENT CALENDAR

2. Warrants--$2,929,996.05.
Recommended Action: Approve paying expenses authorized by the adopted City Budget.

3. Consideration of the Minutes of the November 4, 2013 Regular City Council Meeting.
Recommended Action: Approve the November 4, 2013 Regular City Council Meeting minutes.

4. Consider a Resolution Authorizing the Suspension of Meter Rates During the Holiday Season of November 29, 2013 to December 31, 2013.
Recommended Action: Adopt Resolution No. 13-___.

5. Review Statement of General Fund Revenue & Expenditures as of June 30, 2013.
Recommended Action: Receive report.

NEW BUSINESS

6. Consideration of a Resolution Accepting a Grant for the Naked Truth: Connect, Contribute, and Receive a Presentation on the Expansion of Upcoming Library Programs.
Recommended Action: Adopt Resolution No. 13-___.

7. Consider Authorizing the City Manager to Enter into a Professional Services Agreement with M-Group and Karen Warner Associates for Consulting Assistance in the Implementation of Short Term Objectives in the Adopted 2009-2014 Housing Element and the Preparation of the 2015 – 2023 Housing Element; Authorizing the City Manager to Amend the FY 2013-2014 Budget to Allocate Funds for the Authorized Consultant Assistance; and Consider Directing Staff to Begin the Application Process for Membership on the Proposed “Zoning and Design Guideline Advisory Committee” and Select the City Council Representative to the “Zoning and Design Guideline Advisory Committee.”
Recommended Action: Authorize the City Manager to enter into a Professional Services Agreement with M-Group and Karen Warner Associates for consulting assistance, authorize the amendment of the FY 2013-2014 Budget to allocate funds for the authorized consultant assistance, direct Staff to begin the Application Process for membership on the proposed “Zoning and Design Guideline Advisory Committee”, and select the City Council representative for the “Zoning and Design Guideline Advisory Committee.”

PUBLIC HEARING

8. Second Reading and Adoption of an Ordinance Amending Titles 14 and 15 of the Mill Valley Municipal Code and Adopting the 2013 California Building Codes and 2012 International Fire Code.
Recommended Action: Adopt Ordinance No. ___.
